Racine advises RATP Smart Systems following the decision by the French Transport Regulatory Authority (ART) regarding the digital distribution of transport tickets in the Paris region

Paris, 26 February 2026 – Racine provided legal advice to RATP Smart Systems, a subsidiary of the RATP group, in a dispute with Île-de-France Mobilités (IDFM) concerning the distribution of transport tickets in the Île-de-France region, as decided by the Transport Regulatory Authority (ART).

On 18 February 2026, following a complaint lodged by RATP Smart Systems and SNCF Connect, the ART issued two decisions ordering Île-de-France Mobilités to modify certain conditions for the distribution of transport tickets.

The Authority concluded that Île-de-France Mobilités’ contractual practices were likely to hinder competition and restrict access to dematerialised tickets, thereby disadvantaging third-party platforms and users.

These injunctions aim to:
– Enable the distribution of all transport tickets (including the dematerialised Navigo Liberté + ticket and the Navigo Annuel and Imagine R annual passes) by RATP Smart Systems, SNCF Connect, and other distributors who request it;
– Remunerate these same players for the service they provide;
– Enable different transport services to be sold together;
– Ensure the fair distribution of transport tickets via Apple’s Wallet service.

These decisions, which are based on the provisions of the Transport Code introduced by the 2019 Mobility Orientation Law (LOM), promote fair competition in the Île-de-France market. They also represent a significant step towards liberalising and balancing the digital ticketing sector in France.

Racine assisted RATP Smart Systems throughout the proceedings before the ART with a team comprising Bastien Thomas (partner), François Aubin (associate) and Simon Bohbot (associate).
